Unreal 2004, making a different launcher

My question is, does anyone here have some knowledge or any information to help me make an Unreal 2004 launcher. Basicaly, I just want the launcher to connect, download a list of server with some house filter, like the number of player. Is it possible ? Anyone have informations on this ? Karl.
