I think that depends on the format you're looking for. The RPG-Maker engine has a big community where a lot of people share their templates for character sprites (usually 4-directional walkanimations) for others to use as a basis. Is that what you are looking for?

Other than those or similar ones, I am currently not aware of templates, but I am sure there are some out there.

if youre just starting off, i suggest you practice by downloading sprite sheets, and observing how they are drawn and shaded. Then you can try tracing your design over them.
