While Godot already has 2D support through the 3D engine, its maintainers aren't happy with the amount of work it requires developers to implement.

In a recent blog post, maintainer Juan Linietsky outlines how Godot will be implement Pseuo 3D support in Godot's 2D engine, allowing developers to get the same results they get today but within the confines of the 2D engine leveraging all the existing tools Godot already provides.

In the post, Linietsky explains how Godot's CanvasLayer nodes allow control over Z depth for the "3D-in-2D" effect and will now support a new option, Follow Viewport, which will ensure the layer moves together with the actual viewport as would be expected in a 2D scrolling environment.

Developers can additionally use a Scale property to scale the canvas following the viewport.

The technique does have a limitation that it's not possible to move a single object in multiple layers because they need to be separate. Learn more details from the Godot blog.
