Question + Call for Artists

Hi, I''m working on a 2D game for kids. While most of the programming is completed, we need to get on with the art. Specifically, we need to animate characters in the game (talking + actions). Because of the time it takes to create characters, I''m looking into making 3-d models and making them look 2D (cartoony). (It allows for a much easier animation of speech.) Does anyone here know of a program/plug-in that does what I need? We also need artists for the project. If you''ve done 3-d to 2-d conversions or sprite animations -- we could use you. Many 3d packages have a cell renderer... gives it a cartoony look.

Only other option is to render it and then trace over each frame in pixel by pixel
